What is the difference between the Fee Rate and the Rebate Rate?

Fee Rate is the interest rate clients pay to short a stock. Lender reinvests cash collateral and may provide a rebate. MEXEM passes rebates to retail accounts. Rebate Rate = Fee Rate - rebate.
