Why retail European clients cant buy US ETF'S?

European retail clients cannot buy US ETFs due to EU regulations under PRIIPs (Packaged Retail and Insurance-based Investment Products).
These rules require investment products to provide a Key Information Document (KID) in the local language, which US ETFs typically do not offer.
Without this document, brokers cannot legally offer these products to retail clients in Europe.
